can I save Basic programs somewhere without having a tape-drive or floppy-drive?

You could save it to flash if it is a v2 board. But you'd still need a diskdrive to get the flash software loaded.

Connect the DTVs output to the input on a video card, take a screen capture and run the image through some OCR software!
Sorry. I'm guessing these aren't the kinds of suggestions you're looking for. The simple answer is no. There is no way to save a BASIC program on DTV without making the modifications to connect an IEC device and then doing so or adding the PS/2 keyboard port and then using a keylogger or some similar device.
