OK! UPDATE TIME: Since Star Commander has an option for an emulator>>>, I Chose to get an emulator that would run on this OLD 486 DX2 100 MHz machine that is loaded with Windows 95.
Vice 2.1 works fine: I grabbed a JumpMannJr .D64 image from online and sneaker netted it to the 486 and Vice 2.1 . Videos fine - no sound - windows needs a good driver for a sound card. ( working on this too!)
Have also down loaded NIBTools. readme says it can convert c64 disk to .D64 and G64. Will be checking that out next.
>> I'm still working on how you get the copy of the O. C64 disk over to .d64 I've created a .d64 via vice's create image. sooo i guess you cold fill it that way from the emulator......... gone to figure....

Success:Start Commander has taken(*) JumpMan JR from a .d64 to an original 5.25 " floppy. I put the floppy in the 1541 and SHAZZAM!! It loaded and ran. :-) *=: I still have some things to figure out. (I had just double clicked the .d4 and it opened up automatically) NIBTools doesn't like WIN 95. Now, I would like to go from the old disk and make a .d64 if that is possible. OH: I forgot. I have Copy64 to play with too. I think it might handle the above. duh!
