This isn't starting out to be a uHacking project, but I suspect one will be involved in the later stages...
Skype announced their Skypeout service to be free and unlimited for the rest of the year. (possible longer) This has prompted me to start a project that's been rattling around in my brain for some time.
CELL <--> CELL <--> POTS
or even better....
CELL <--> CELL <--> SKYPE system.
a simple cable like this could make this a quick reality.

Many cell-phone plans have the option of an unlimited cell to cell connection at the base rate of the plan. I'm thinking that this could be expanded to unlimited cell phone using either a service like Skype or even my existing phone line. (which also has unlimited calling)
Project Stage #1
Cell ---> Cell ---> POTS
Most cell-phones I've played with have the ability to "Autoanswer" a phone call. This will be very important. The destination cell will need to autoanswer calls as well as disconnect when the call has ended. (Should be no problem here)
Now the tricky part, A DTMF (Touch tone decoder) will have to be listening in to the call. (Hey, the if the NSA can do it... ) When the correct tones are heard, it will send the signal to something like say a PICAXE to trigger the hook switch of the POTS telephone.
Once the connection has been established (still working on best method here) the cell phone should relay the dial tone from the pots line over the cell network for use.
With the DTMF still listening in, a tone series of tones will allow trigger the hook switch to release, ending the POTS call.
Project stage 2:
Cell <--> Cell <--> Skype
